REGULATIONS
Invitation
European Chess Union (ECU) and Romanian Chess Federation have the honour to invite all European Chess Federations affiliated to ECU to participate in the 18th European Youth Rapid & Blitz U-8,10,12,14,16,18 Championship.
The event will be held in the city of Oradea, Romania, on the dates of 31st July (arrival) to 5th August 2018 (departure).
Participation
2.1. The Championship is open to all players from European Chess Federations. Each ECU member federation can register an unlimited number of players that meet the age requirements of respective sections.
2.2. All players have to register through their national federations before 4th June 2018 (registration deadline). The entry form should be filled in by the national federation on the official website of the championship.
2.3. Players with FIDE ID registered in the Bulgarian Chess Federation can send the application of participation only individually, through the ECU secretariat (ecu.secretariat@gmail.com), and play under the ECU flag.
2.5. According to the ECU Rules (Article B.14.5.1), for youth tournaments the players are accommodated in one of the official hotels.
Access to playing areas and venues will be allowed only to people accredited by the organizer.
Travel Details
The transportation from and to Oradea airport and Oradea railway station is free for all participants on the arrival day (31 July) and the departure day (5 August). For all the other days is 10 euros/1 way per participant.
The transportation from and to Debrecen Airport (Hungary), Timisoara Airport and Cluj Airport is 80 euros (two ways) for all participants.

Accommodation will be provided on the full board basis (breakfast, lunch and dinner) from 31st July (arrival) to 5th August (departure) and the rates (full board, per person) are:

Registration and payments
After registration has been completed through the official website of the championship by the national federation, an invoice with all necessary details for payment will be sent.
Registration and full payments (accommodation, entry fee, organizing fee, transport if the case) must be made in euros (€) by bank transfer before the date of 4th of June 2018.

Competitions of 2018 edition of EUROPEAN YOUTH RAPID & BLITZ CHAMPIONSHIP
(1) INDIVIDUAL EUROPEAN CHAMPIONSHIP – RAPID
– 9 rounds according to the Swiss System, 15 minutes + 10 sec per player
– Categories: boys and girls U8, 10, 12, 14, 16, 18
(2) TEAM EUROPEAN CHAMPIONSHIP – RAPID
– Two categories: U12 and U18
– Teams are composed of 4 players of the same federation
– 7 rounds played according to the Swiss System, 10 minutes + 5 sec per player
(3) INDIVIDUAL EUROPEAN CHAMPIONSHIP – BLITZ
– Three categories: under 10, under 14 and under 18, separately for boys and girls
– 9 rounds played according to the Swiss System, 3 minutes + 2 sec per player
(4) EUROPEAN CHAMPIONSHIP IN SOLVING CHESS PROBLEMS
– Three categories: U10, U14 and U18, separately for boys and girls
NOTE: If some of the categories lack the needed number of participants, the organizer has the right to merge two categories or change the competition system
Prizes
The Organiser will provide cups, medals, chess gifts for the first 3 players in each category, diplomas, t-shirts and objects totalizing a prize fund in value of four thousand euro (€ 4.000) at the minimum.
Fees
The entry fee of 10 euro (€ 10) for each player is collected by the organizer from all the players (or from respective federations) and paid to ECU in the name of the players.
The organizing fee amounts to 30 euro for each player for all the events, or 20 euro for each player for rapid competition and respectively 5 euro/event (for blitz competition, solvings, team).
Rules and regulations
The ECU Tournament Rules should be followed. National ratings will not be taken into consideration for pairings.
The Rapid tournament will be played by a 9-rounds Swiss system. The time rate will be 15 minutes + 10 sec per player.
The Blitz tournament will be played by a 9-rounds Swiss system. The time rate will be 3 minutes + 2 sec per player.
Anti-Cheating guidelines
The European Anti-Cheating rules are valid for all the European Championships. (Article Q of of the ECU Tournament Rules).
Appeals procedure
Protests against decisions of the Chief Arbiter must be submitted in written form to the Chairman of the appeals committee after the completion of each game. The protest must be accompanied with the sum of 200 €, as a deposit from the signatory. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the European Chess Union. The appeal has to be lodged by the player. The decisions of the Appeals Committee are final.
Scoring and tie-breaking system
13.1. The score in each game is 1 for a win, ½ for a draw and 0 for a lost game.
13.2. Tie-breaking:
The order of players that finish with the same number of points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d) to (e) the extent required:
(a) Results of direct encounters between the tied players (If all the tied players have met each other, the sum of points from these encounters is used. The player with the highest score is ranked number 1 and so on. If some but not all have played each other, the player with a score that could not be equaled by any other player (if all such games had been played) is ranked number 1 and so on.)
(b) Buchholz Cut 1, (c) Buchholz, (d) The greater number of games played with black, (e) The Greater number of wins.
Visa information
The federations, players and accompanying people needing visa are requested to contact the organizer till 01st June 2018. The organizer will provide invitations for visas only after the necessary payments. Schengen visas are valid in Romania.
Parallel activities
ECU and FIDE seminars for trainers and for chess in schools will be organized during the championship.

The local currency is the Romanian leu (RON), 1 EUR = around 4,65 RON
